William Robert Norwood III

Norwood claimed he assaulted police in a text message he sent to a relative. Later, he recanted, saying he protected law enforcement from being assaulted and was part of a human chain shielding certain officers. He took an abandoned police vest with him. He left it at a hotel before leaving the DC area.
