James Wayne Brooks

James Brooks is shown on surveillance outside of the Capitol taking photos with his cell phone.

He stood outside the Upper West Terrace near the scaffolding and waved a South Carolina flag with a Marine Corps logo attached to it. It doesn’t appear that he engaged in any violence.

Please keep in mind that in the United States, every citizen charged with a crime is presumed innocent until proven guilty.
